Board awards $2.4 million contract to replace Spyglass water tank

Engineering Manager Gus Albarran recommended awarding the Spyglass Water Tank Replacement Project No. 179 to Canyon Springs, which submitted the lowest responsive bid at $2.4 million. Albarran told the Board the existing tank had been flagged as seismically deficient in evaluations dating to 2010 and that earlier construction was halted in 2021 after overhead power lines created safety concerns for construction equipment.
Albarran said the project was redesigned and phased to improve slope stability and site access; the first phase of slope stabilization and a retaining wall has been completed. The Board authorized the General Manager to execute the agreement and approved change orders not to exceed 15% of the contract amount. Funding for the project is included in the Fiscal Year 2026-27 draft budget and will come from the Water Capital Improvement Fund.
