Board adopts CEQA clearance for Two-Mile wells and accepts Totem Pole land via fee waiver

The Lake Arrowhead Community Services District adopted Resolution No. 2026-03 to approve a Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program under CEQA for the Two-Mile Groundwater Wells Project. General Manager Ryan Gross summarized the environmental review, noting an initial study prepared by consultant Dudek and a favorable hydrogeologist evaluation supporting groundwater production at the Two-Mile Road site. "The environmental review included an extensive initial study prepared by the District's consultant, Dudek," Mr. Gross said during the presentation.
At the same meeting the Board approved a separate purchase-and-sale agreement to acquire roughly 2.56 acres from Totem Pole Group, Inc. as a land-transfer in support of future well development. Mr. Gross clarified that the transaction involves a waiver of water and wastewater connection fees for up to ten connections — a fee waiver currently valued at approximately $431,000 over 15 years — and "the action involved only land acquisition and did not authorize well construction," according to the staff presentation. The Board voted to approve both the CEQA action and the land agreement; further authorizations for well construction will return to the Board.
