Lake Arrowhead CSD authorizes entry into funding agreement for ~$18 million PFAS removal project

The Lake Arrowhead Community Services District Board on April 28 unanimously adopted Resolution No. 2026-05 to authorize entering into a funding agreement with the State Water Resources Control Board for the Surface Water PFAS Removal Project. General Manager Ryan Gross told the Board the resolution would "authorize the General Manager or designee to execute required documents, certify invoices, and complete all necessary administrative actions related to the anticipated funding agreement, a grant estimated at approximately $18 million on behalf of the District."
The authorization directs staff to finalize and sign the agreement (Agreement No. D2502056) and positions the District to pursue state financial assistance for PFAS treatment at the Bernina and Cedar Glen Water Treatment Plants. Mr. Gross said staff expects a draft funding agreement from the State Division of Financial Assistance by late May or early June and that the project would proceed to construction bidding thereafter. The Board took no public comment on the item and approved the resolution unanimously.
