City manager urges pause on county ambulance plan that classifies small cities as 'suburban'

City Manager Greg told the council the county’s draft ambulance service plan classifies the three smaller cities in the region as 'suburban' with a 15‑minute response standard, a designation he said the city believes understates operational and oversight needs. Greg said the city has been in conversation with Commissioner Jones and county staff and plans to send a policy letter requesting a pause so the plan can be refined.
Greg said the statutory categories exist but are minimums and that applying a suburban 15‑minute standard without clear follow‑through or capacity commitments risks shifting first response burden to local fire departments. "The county's draft plan came out, and it basically put the 3 smaller cities into a suburban category that had a 15 minute response time," Greg said. He added the city wants more time to ensure any new contract or plan has adequate oversight, capacity and funding mechanisms rather than a rushed adoption on the county's timeline.
Councilors agreed further engagement with the county and regional partners is warranted. Greg said an interlocal subgroup and further meetings are planned to press for clearer standards and a longer lead time to design a robust ambulance contracting approach.
