"The average increase, just for the water and sewer portion of the bills would be about $2.50 a month," staff said during the presentation, noting the approach is intended to smooth increases and fund deferred maintenance without causing multi-year spikes. Councilors praised the annual, predictable approach as preferable to intermittent, larger increases that can be disruptive for households.
