The presenter said the road’s base is in good condition but the surface layer (about 2 inches) has deteriorated and needs replacement, and RH2 engineering identified locations for additional catch basins to address runoff. Staff told the council four bids were received and recommended awarding the project to Mesa Excavation and Construction with a not‑to‑exceed contract amount of $230,000 to cover contingencies. “So the plan is we're gonna remove that 2 inches… and then repave it with 4 inch pavement which will have a much longer lifespan,” the presenter said.
Councilors asked about prior work by the low bidder and how the bids compared to the engineer’s estimate; the presenter said the engineer’s estimate had been about $250,000 and that design work to date cost roughly $55,000. Councilor Smith moved the resolution to award the contract and the motion carried after an affirmative vote. Staff said a kickoff meeting will be scheduled and the current schedule anticipates construction completion by September 30, with on‑site inspections coordinated through RH2.
