Urban Renewal staff presented the agency's 2026–27 budget and said it remains largely unchanged from the version reviewed in April. "Our total authorized debt limit is just over 11,500,000," Urban Renewal staff (S6) said, and the presentation showed capital outlay and debt service are the lion's share of the plan.
The presentation explained that $500,000 is budgeted as a placeholder to seize potential development or grant-matching opportunities, while staff also set aside consultant time for a Confederated Tribes of the Grande Ronde site-specific master plan expected in early 2027. Council member (S1) moved to adopt Resolution URA 1-2026 adopting the Urban Renewal District budget; Council member (S7) seconded and the motion carried by voice vote. The board also approved URA 2-2026 certifying to the county assessor the maximum amount of revenue allowable under state rules.
