Rather than referring a bond in May, the West Linn City Council asked city staff to study acquisition alternatives and the feasibility of a public‑private partnership that could secure at least part of Oppenlander for park use.
The motion approved Feb. 25 directs staff to evaluate public‑private partnership models and to consider existing voter‑approved resources and other funding sources. City Manager (unnamed) confirmed staff understood the direction and the council asked for near‑term reporting in the coming weeks as the city proceeds through the budget cycle. Council members emphasized negotiations with the school district and recommended residents press the district to extend its deadline for contracting on the property.
Councilors also noted legal constraints: Councilor Bonnington cited the city charter provision that prevents the sale of a public park without voter approval, underscoring that any long‑term change in use would require public processes. No specific acquisition or finance plan was adopted; staff will return with options.
