Haverhill orders homeowner to remove unpermitted pavers or face $100-a-day fine

The Town of Haverhill ordered a homeowner at 4681 Belvedere Road to come into compliance after staff presented evidence that pavers had been installed for a driveway and sidewalk without a building permit.
Code Enforcement Officer Joseph Petrick told the Special Magistrate that a Notice of Violation and Notice of Hearing were issued Jan. 7, 2026, mailed to the address listed on the Property Appraiser website, posted on the property and posted at Town Hall. Petrick entered photographs of the pavers and sidewalk into evidence and said he had discussed ways to achieve compliance with the Respondent. Petrick also reported that Respondent Ceaser Morales telephoned before the hearing to say he was unable to attend because of work.
The written order states: "Respondents shall comply with the above-referenced Code Section by March 24, 2026. If Respondents do not comply within the time specified, a fine in an amount not to exceed One Hundred ($100.00) Dollars per day may be imposed for each day the violation continues to exist." A Fine Assessment Hearing was set for April 28, 2026 at 9:00 a.m. at Town Hall if compliance is not achieved.
