District moves to require recording when substitutes cover classrooms; trustees add IT-access language

Deputy Superintendent Dr. Stacy Cooper told trustees the proposed INIB policy would require audio and video recording in classrooms when a substitute teacher is present to "improve safety, protect students and staff, and make it easier to investigate incidents." "All the video files will be stored securely on LCSD IT systems and can only be looked at through the formal IT request," Cooper said, adding the district will comply with FERPA and existing union rules.

Trustees asked practical questions about substitutes who move between classrooms, server capacity, who may request footage, and how long recordings are retained. Trustee Whistler pressed for a mechanism so an administrator requesting footage would need sign-off from a higher-level administrator; IT staff warned giving broad administrator access would require substantial infrastructure and training. Board-level discussion settled on a baby-step approach: require formal IT help-desk tickets for footage access, reserve regular full-time teacher recording for later rollout, and guarantee a minimum 60-day retention period where server capacity permits.

Public commenter Michael Moore asked whether cameras exist in every room and how storage will work; district staff said audio-enhancement and camera systems are already deployed in most classrooms and that some servers and DVR capacity exist. Trustee Whistler moved, and Trustee Day seconded, to accept INIB as a first reading with language added to item 6 clarifying that access to substitute-classroom recordings will follow a formal IT request process; the motion passed unanimously.
