Trustee proposes split of superintendent, board-evaluation policies; board agrees to first reading next month

Callie Day, a board member, proposed separating revisions to two evaluation policies so each could be refined and returned as a first reading. "I am asking that we conduct evaluations under a respectful, objective, professional manner," Day said, explaining she wants evaluations that "yield improvement and clarity" rather than a "check the box" exercise.

Supporters said the changes would make evaluations more useful and allow anonymous stakeholder input; Day described using targeted surveys for staff, families and students to reduce retaliation. Several trustees voiced concern that adding survey input and citing outside guidance could create division or unnecessary governance. Board president Tom Hendricks cautioned against importing outside standards, saying, "Why do we need the Nevada Association of School Boards? We are a district much different from Clark County or Washoe." Trustee Parsons objected that the language risked creating division within the board.

After extended discussion about survey design, anonymity, and administrative workload, Day moved to split the superintendent-evaluation policy (BCD) from the board self-evaluation policy (BK) and return them as separate first readings next month; Trustee Whistler seconded. The board approved the motion; Trustee Parsons recorded the lone opposition on the floor. The motion carries as a direction to staff and board leadership to refine language, prepare example survey instruments, and return both policies for formal first readings.
