Fire chief outlines staffing gains, new stations and fleet deliveries

Fire Chief Scott Westrop told the council the department's position control list is 160 full-time equivalents and reported improvements in operational staffing: two firefighter vacancies remain and internal processes are being used to fill them from in-response personnel. "In operations in the suppression division, we currently only have 2 firefighter vacancies," Westrop said, describing how positions were moved among SAFER, Measure H and the general fund to shore up staffing.
Westrop described capital projects: framing is underway at Fire Station 8 in Roseland and design work has begun for Fire Station 9 at the purchased Mancini Sleepwell building; a CIP account for Fire Station 11 is also funded and the city owns the site. On fleet, he said five engines ordered in FY22 are arriving (three in service and two undergoing post-delivery retrofits) and noted a ladder truck approved in April 2024 will not arrive until at least 2028. "We have 5 engines that we ordered in fiscal year 22. 3 of them are in service, 2 are going through their post delivery inspection and retrofitting," Westrop said.
