Traffic study finds three failing intersections on Evergreen; WinCo to fund mitigation work

During the council's de novo hearing on the WinCo Foods application, staff and the project's traffic engineer said the Transportation Impact Analysis (TIA) shows three intersections along Evergreen Road (Stacy Allison & Evergreen, Harvard & Evergreen, and Hayes & Evergreen) would be deficient when forecasted pipeline projects are included. "When we looked at the study area ... we found only those three locations on Evergreen Road that were deficient," traffic consultant Ryan Shea stated.
Staff and the consultant said supplemental analysis shows the city's planned improvements (signals, roundabouts and intersection geometry) would improve levels of service and that some short‑term mitigation (signalization and beacons) were included as recommended conditions. Chris Kirk told the council that WinCo SDCs are expected to be about $7,600,000 and that the City has design work and an estimated CIP cost of roughly $8,500,000 for the improvements. ODOT reviewed the TIA and concurred with the findings; some recommended improvements are voluntary conditions the applicant agreed to pursue with ODOT.
The council relied on staff and third‑party review in finding that the application met relevant standards provided the specified mitigation measures and TDM commitments are implemented. Staff will coordinate next steps with Public Works and ODOT as part of conditions of approval.
