The Osage City Council approved an amended contract with Governmental Assistance Services (doing business as Western Consultants) at its April 14, 2026 meeting after the Kansas Department of Health and Environment (KDHE) requested clarification of the contract start date. The amendment defines the start of the 24-month administrative period as the date the project engineer issues the first design invoice. Motion by Council Member Joe Ryan, second by Kathy Ayers; the motion passed 7-0.
City Manager Katie Hodge was authorized to execute the amended agreement on behalf of the City. The Council record notes the change was administrative in nature: GAS services will not be deemed to commence until the engineer's first design invoice is issued, aligning contract timing with project billing milestones.
