Dr. Orlando Ortiz, representing Killam Development, presented the board with a multi‑phase master plan and a near‑term schedule for plat approvals and bids. Ortiz said the development map shows phases 10 (green), 11 (blue) and 12 (lavender) and that the team has submitted materials to the city one‑stop office. “We hope to have plat approval, say, in the next hundred, hundred and 20 days for all 3 of these phases,” Ortiz said.
Ortiz described the project as moving from design into entitlement and bid phases. He reviewed earlier sections—“the first 50 lots” that were developed initially—and pointed to new platted areas the team plans to put out to bid once plats are recorded. Board members asked clarifying questions about average lot size and exterior plans; Ortiz said lots are roughly 7,500 square feet on average and that Phase 4b includes five floor plans and four exterior options.
Ortiz also noted sequencing across the site: “We are in the process of … working through the entitlement process with the city of Laredo,” and that the team expects to record a plat for a separate phase by the end of September. The presentation covered both the remaining residential phases and adjacent commercial tracts that may proceed once roadwork is complete.
