The board received information on a recommended intergovernmental agreement (IGA) to continue the Lighthouse program (formerly GNETs), which provides intensive educational and therapeutic services for students with high-frequency, intensity, and duration of social-emotional-behavioral needs.
Miss Wadley (executive director for special education) explained the IGA updates: the districts will continue to share responsibilities, clarify legal representation approaches (district attorneys may be used depending on circumstances) and added a behavior specialist to the staffing model. She said the estimated staff-salary cost for Lighthouse is $810,796.40; split equally the four districts would each contribute about $202,699.10. Supplies, therapeutic supports and other non-salary costs would be funded through the district general fund and IDEA grants as applicable.
The superintendent recommended signing an updated IGA with Jefferson City, Oconee County and Social Circle City schools to maintain and expand the shared program. Board members thanked staff for work in stabilizing services after neighboring-district disruptions and highlighted the value of shared contracts to reduce per-district cost.
