Health and water officials warn constraints on denitrification and supply could limit density expansions

Town health and water officials told the Planning Board that technical and regulatory limits on wastewater and water supply must be factored into any zoning changes that increase residential density. Scott (the town health agent) explained that individual advanced (IA) denitrification units improve nitrogen removal over conventional septic but are not equivalent to sewer: engineers typically consider IA units about a two-to-one substitution compared with sewer for nitrogen loads, and the technologies vary in performance and long-term maintenance needs. "An IA is much better than a septic system...but it's not the same as sewer," Scott said.
Matthew Landon, the town water superintendent, cautioned the board that existing withdrawal permits and peak-season demands constrain available potable supply. He said Long Pond supplies a significant portion of town water and that expanding development without matching supply or sewer capacity could push the system toward permit limits; potential supply projects (for example concept design work on the Ashumet Well) would be multi-year efforts. Both officials urged the board to coordinate zoning changes with the Board of Health, the Water Department, and wastewater planning before endorsing expansions such as the MR COD or broad duplex allowances. Several board members and residents echoed the call to analyze watershed nitrogen budgets and water-supply impacts before finalizing policy changes.
