Central Utah Water Conservancy District presents proposed rate change; $1.07 annual impact on $325,000 home

Representatives of the Central Utah Water Conservancy District presented the district’s Truth in Taxation report to the Duchesne County Commission, outlining proposed fiscal year 2026–27 rates and public hearing dates.
Assistant GM Mike Whimpey presented district maps, reserve and capital comparisons, and revenue projections. The certified rate is 0.000394 (estimated revenue $131 million) and the proposed rate is 0.0004 (estimated revenue $133 million), a $2 million difference. Whimpey explained that for an owner of a $325,000 home, the certified rate equals about $70.43 annually while the proposed rate would be about $71.50 — a $1.07 (approximately 1.5%) increase or roughly $0.09 per month.
CUWCD Board Chair Shelley Brennan said the board is “very sensitive to raising taxes” and emphasized diligence in conserving infrastructure and maintaining facilities. The district scheduled public hearings in Roosevelt on Aug. 24 and in Orem on Aug. 25 at 6:00 p.m., with a final budget hearing on Aug. 26 at 1:00 p.m.
No formal action was taken by the Commission; the presentation served to inform the county and public of CUWCD’s proposed rate and upcoming hearings.
