Council moves to begin withdrawal from Huron Joint Recreational District

At the July 28 meeting the Huron City Council moved Resolution 57-2026 to first reading, initiating a formal process to withdraw the city from the Huron Joint Recreational District (HGRD) established in 1995. "The HGRD was created with the hopes of creating a separate entity ... It never really ceased to be a city department," City manager Hamilton said, arguing the district had functioned largely as a department of the city and had not met statutory requirements for independent taxing districts.
Hamilton told council auditors have increasingly flagged deficiencies and that, after conversations with the township and schools, the consensus was to disband the district and transition to a Parks and Recreation Advisory Board. He said that if two partners formally resign the district would cease to exist and that the township has agreed to maintain its current donations to parks functions. The item is set for three readings to allow public feedback and further council consideration.
