One commissioner said the single biggest capital ask on the horizon was the jail expansion and urged that it be the first priority on any capital list, while others noted that renting jail beds could generate revenue to offset costs. "Since we've made the decision that this is a critical need, the question becomes are we gonna fund 1 ambulance or 2? That has to be where that capital improvements list begins right there," a commissioner said. The court discussed options including certificates of obligation, tax notes, or phased spending from fund balance and directed staff to produce scenarios reflecting those choices.
