Planning staff explained three distinct planning issues on the property — RV/tent pads, dry storage/rental buildings, and a proposed residence — and said long-standing uses predate current rules. Staff flagged gravel pads placed near the Flint Creek floodplain and recommended that the county verify the well and other encroachments. The planner recommended conditional approval pending verification that the wellhead sits outside the county’s 31-foot setback and that any DEQ permitting needs be resolved. Commissioners voted to accept the approach conditioned on verification and appropriate permits. Applicant Doug Swain thanked staff for guidance and said he would follow up with Chad (sanitation) and DEQ as needed.
