PSC staff recommends cutoff dates to limit carryover into 2027, asks company for pipeline data

Commission staff told the Public Service Commission it favors minimizing carryover costs into 2027 and proposed residential application cutoffs by Dec. 1 and commercial cutoffs by Nov. 1, while remaining open to alternative dates informed by Washington Gas pipeline data.
Michael Chang, speaking for commission staff, said staff's main objective is to minimize the amount of program activity that carries into 2027. Staff suggested that residential programs stop accepting applications by Dec. 1 and commercial and industrial programs by Nov. 1, but said it was open to date adjustments if Washington Gas provides supporting pipeline data.
Chang told commissioners staff is willing to work with the company to find a middle ground and emphasized that staff's purpose is to reduce carryover into the coming year. "We would be supportive of WGL proposing alternative sunset dates for the residential and commercial programs as we provide in our comments, especially if they are more based on specific averages of when or how long those projects typically take to complete," Chang said.
Staff confirmed it will request the company provide the pipeline and processing data necessary to refine cutoff dates and asked the company to propose closeout dates grounded in actual processing time.
