City finance staff recommended including an asset‑management strategy in Redmond’s long‑range financial strategy and developing a "what‑if" budget contingency plan to guide responses to recessions or other downturns. Deputy Director Nara told council the strategy would outline goals and principles for managing and prioritizing assets and would be developed with departmental experts over the next biennium.
Council members broadly supported the idea, asking staff to clarify whether the strategy’s specific language would be considered this biennium or deferred for detail next biennium. Councilmember Kritzer recommended gradual implementation of reserve targets to balance current needs with building resilience. On contingency planning, members asked staff to define trigger conditions and communications strategies and to consider staffing‑policy tradeoffs such as furloughs versus layoffs.
Staff said they would prepare an initial overview and roadmap for council review, and return with more developed language as part of the long‑range financial strategy work in early 2027.
