Council unanimously passes Ordinance 2024-09 to authorize sewer revenue bonds

Councilor Charlene Louk presided as the Town of Nutter Fort Council voted unanimously on Aug. 27 to pass Ordinance 2024-09 on its second reading, authorizing the town to issue sewer revenue bonds under the West Virginia State Revolving Fund program. Councilor Karen Phillips moved for passage and Councilor Rick Lafferty seconded the motion; the measure passed with a unanimous vote.

The ordinance authorizes up to $1,500,000 in original aggregate principal for Sewer Revenue Bonds, Series 2024 A, and up to $2,500,000 for Series 2024 B to finance extensions, additions and improvements to the town’s public sewerage system. The ordinance text in the meeting materials also authorizes execution of related financing documents and a bond purchase agreement; specifics on timing and sale terms were not recorded in the meeting minutes. The council did not attach a separate implementation schedule during the meeting.

The council approved routine business earlier in the meeting, including prior minutes and accounts payable. Treasurer Leslie Cummings separately reported that Requisition No. 3 on Phase IV of the sewer project had been approved for $312,365.33, a detail discussed in the treasurer’s update and engineering reports. The ordinance vote came as part of the meeting’s unfinished business and was recorded as passing on second reading.
