Candidate David Spencer and resident Laurel Noyes raise transparency and local concerns during public forum

At the public forum portion of the May 20 meeting, David Spencer introduced himself as a candidate for county commissioner and said he ran to improve transparency and local representation across cities. "I wanna make sure I go to every city and sit down with the mayor and the council and the citizens to say, what are your needs?" Spencer said, arguing that better coordination could help the county secure funding for different cities' needs.

Laurel Noyes told the council she has received fundraising mailers advertising a "referendum on sanctuary status" and asked whether Payson will become a sanctuary city; the mayor replied "No." Noyes also reported a sinking patched section of road where a sewer line crosses near a day-care and asked staff to have the road superintendent inspect and address the issue.

Councilors thanked the speakers for attending and encouraged continued public participation. No formal actions were taken in response to the public comments beyond staff follow-up to investigate the road condition and clarification that the city is not instituting sanctuary status.
