During public comment on July 28, Christina Bloom, who identified herself as co-owner of Perry’s Supply at 3133 and 3129 Broadway Avenue, described growing street activity near her properties since moving to North Bend in November 2024.
Bloom said she initially appreciated police presence but has seen an increase in people she described as "deteriorated" and observed daytime loitering and signs of drug activity. "We’ve allowed some during the heavy ... to get shelter in there or be sheltered under our awning... but now we’re seeing them loiter there unconscious during the daytime," Bloom said, and added that unrestrained pets around the individuals also raised safety concerns. She asked the council to consider steps that prevent further deterioration while treating people humanely.
The council thanked her for testifying; there was no immediate action at the meeting, but public safety and outreach were discussed during later agenda items and staff accepted the testimony for consideration in future work.
