The Village Architect proposed that replacement doors and windows in the Historic District should match original configurations where documentation exists and that certain modern door styles and highly decorative doors "inconsistent with the building's architectural style" be prohibited. The memorandum also recommends that fixed basement or ground-level windows generally not exceed 30 inches in height unless the Planning Commission approves otherwise.
The memo explicitly states, "Glass block windows shall be permitted only in below-grade locations, including basement and crawl space window openings and shall not be permitted in above-grade wall areas visible from a public street." Councilperson Bobbie Beshara asked whether an existing upper-story glass block could be repaired; Director Frantz replied that repair or replacement is allowed for homes that are not yet 100 years old. Commissioners asked staff to clarify repair-versus-replace rules and to provide clearer standards where historical evidence is lacking.
