Staff reports WinCo approval, public-housing progress and a new U-Haul application
Summary
Planning staff updated the commission on local projects: the WinCo appeal was denied by council (WinCo approved, possible LUBA appeal pending), Farm Bridal public-housing redevelopment is underway, and a new U-Haul application has been submitted for a site near I-5.
City planning staff provided a series of operational updates toward the end of the meeting. Chris said the City Council reviewed the WinCo appeal and "approved your decision," meaning the WinCo application was approved and the council upheld the commission's prior action; staff said they are monitoring whether the decision will be appealed to the Land Use Board of Appeals (LUBA) by Aug. 5.
Staff also updated commissioners on an active public-housing redevelopment project (referred to as Farm Bridal Apartments/Marion County housing), noting it has substantial work under way and that temporary relocation plans were implemented for current residents. In addition, staff confirmed they received a formal submittal for a new U-Haul application near I-5 and that it will proceed through the quasi-judicial review process.
Staff closed updates by reminding commissioners of upcoming meeting schedules and that draft WDO amendments will be circulated in advance of the November review.
