Chief Jason Milik asked the council to authorize renewal of an intergovernmental agreement with the Woodburn School District that continues the city’s assignment of three full‑time School Resource Officers (SROs) in district schools. Chief Milik said the renewal requests no additional city funding and that the district is responsible for a $105,000 contribution. "There's really nothing new. This is literally just a renewal... the school is responsible for $105,000," he said.
Public commenter Devin Freeland, a parent and a member of the school budget committee, said he did not see clear justification or communication about SRO roles and questioned whether those dollars might be better used for teachers or aides. A longtime school employee countered that SROs build community and help with referrals and situations staff are not trained to handle. Chief Milik described SRO duties that include response to DHS referrals, involvement in teen court, and gang‑related outreach. After discussion about communication with parents and program value, the council voted unanimously to authorize the IGA and continue three SROs in the schools.
