Water and electric capital projects prioritized; city eyes WIFIA for future water/sewer needs

Finance staff identified multiple large capital projects in both the Water and Electric funds, including an 800 W culinary/PI replacement project (proposed $2.5 million in requests for water impact items) and transmission-line and substation work for power funded in part by impact fees. Jensen noted the city is exploring WIFIA funding for major water, sewer and storm-drain projects, though no WIFIA projects are yet included in the tentative budget.
For Electric Power, staff described transmission-line and substation work and a planned power-plant project; the FY2027 electric fund is proposed at $23,691,501 with proposed impact-fee revenue of $4,613,000. Council members discussed using impact fees and bonds to fund infrastructure while deferring some large purchases this year.
