The proposed package holds utility rates steady for 2027 but flags that rate adjustments likely will be needed in coming years to cover debt service for planned sewer bonds and potential WIFIA projects. Jensen noted the tentative-budget adoption is a statutory requirement and staff will return to the council with any changes before the final adoption in June. The council scheduled public hearings and the final-adoption timeline to comply with that process.
