Council approves updated public-works standards to require temporary hammerhead turnarounds

The Pleasant Grove City Council voted unanimously Aug. 5 to update its Public Works Standard Specifications and Drawings Manual, replacing previous dead-end turnaround details with a temporary hammerhead/asphalt-turnaround standard and updating the secondary meter box specification.
Public Works Director Neal Winterton said the change addresses recurring problems where temporary concrete pads on private property—intended as turnarounds—have been used for parking (including RVs), blocking emergency and service vehicles. "What is before the Council is an outdated standard that he would like to delete from the Standard Specifications and Drawings Manual," Winterton said, describing the proposed hammerhead as easier for plows, garbage trucks and emergency apparatus to use and simpler to transition once a street is completed. City Attorney Christine Petersen noted that existing installations would be treated as legal nonconforming uses.
Council Member Dianna Andersen asked whether snowplows could operate the hammerhead; Winterton confirmed plows could handle the turnaround more effectively than straight dead-ends. Council Member Eric Jensen and others supported the revision, and Andersen moved to approve Resolution 2025-031; Council Member Jensen seconded and the motion carried unanimously with five "Yes" votes.
The resolution replaces Standard Drawings 19, 19a and 20 (and deletes 24 and 25), authorizes the revised turnaround detail for temporary dead-end situations, and updates the secondary meter-box installation guidance. Staff said additional manual updates will be brought forward as the review continues.
