City staff says data work underway to meet state moderate-income housing reporting requirements

Community Development Director Daniel Cardenas told the council the Moderate Income Housing Report was submitted and that staff are undertaking extensive data collection to demonstrate continuous progress under state rules. He explained the city must meet a set of measures (three of five in Pleasant Grove’s context) and that staff are pursuing regulatory tweaks that can be reported as progress without rezoning large areas.
Director Cardenas said the city is looking at changes such as reducing required parking stalls for accessory apartments to create reportable actions that do not require rezoning. He noted the city currently lacks high-capacity transit (TRAX or BRT), which affects which measures apply, and that results of the submitted report will be known in a few months with final compliance status by January. Council members discussed engaging state representatives and the Utah League of Cities and Towns on the broader policy pressures cities face.
Council Member Dianna Andersen and others expressed concern about state-level developer influence and the difficulty some municipalities will face in satisfying long-term requirements; staff said a longer conversation with representatives and ULCT could be scheduled.
