Council approves RCO amendment to allow restaurants on 1100 North (Ordinance 2025-015)
Summary
The Council amended the Rural Commercial Overlay zone’s qualifying provisions to permit Use 5811–restaurants–on 1100 North as well as 2600 North, enabling Snuck Farm to expand its indoor farm-shop space for year-round gatherings.
Director Daniel Cardenas explained proposed changes to the Rural Commercial Overlay Zone that modify qualifying provisions for Use 5811 (restaurants) to allow restaurant uses on 1100 North in addition to 2600 North. The Planning Commission had unanimously recommended approval.
Applicant Page Westover (Snuck Farm) described the proposal as a modest expansion to allow more indoor space for gatherings year-round and said the farm's activities "are in service to the community." Council adopted Ordinance 2025-015.
Staff and the Council discussed parking, site acreage minimums, and how the change would permit agritourism-adjacent uses while retaining conditional-use safeguards like parking-based size limits.
