Pleasant Grove City Council voted unanimously on Aug. 19 to amend personnel policy to add an employer match to employee 401(k) retirement contributions. City Attorney Tina Petersen explained the amendment would allow a City match but delay eligibility for new hires: six months for regular employees and one year for public-safety employees.
Attorney Petersen told the council that the Utah Retirement Systems plan does not support vesting schedules, so the policy sets a probationary eligibility period. She also confirmed that departing employees may roll over contributions into an IRA as permitted by plan documents and that "employees must opt in to the program and submit a form applying for the City match." Council members discussed retention and the policy’s administrative implications before approving Resolution 2025-030.
