Community Development Director Daniel Cardenas described a development agreement tied to a previously approved subdivision: the northern parcel near 1879 West State Street is designated for a hotel that would generate tax revenue, and the southern parcel may be developed in The Grove Business Park Overlay Zone only after hotel footings and foundations pass the required second inspection.
Developer Dillan Hutchins of Beehive Hospitality PG, LLC and Wolfgramm Capital, LLC told the Council they "looked forward to the opportunity to bring a hotel to the City" and believe the agreement benefits all parties. The Council voted unanimously to authorize the Mayor to sign the agreement (Resolution 2025-027).
The agreement ties development sequencing to construction milestones and tax revenue expectations; staff indicated the arrangement addresses infrastructure and market constraints on the site and aims to ensure the hotel completes foundational work before the southern parcel proceeds.
