Rodeo association proposes new aluminum seating, capacity increase at Pleasant Grove arena

Kevin Phelon, representing the Rodeo Committee, presented a concept to replace the arena’s aging bleachers with aluminum seating and to improve ADA access and infrastructure. “The arena currently seats 6,500 people, but after the renovation, it is estimated to seat approximately 8,500 people,” Phelon told the City Council, adding that most of the existing structure can be reused. He said the association expects to fund the seating replacement and seek rental revenue when the venue is used for events outside the rodeo.

City Administrator Scott Darrington and Community Development staff said parts of the project that qualify as a remodel will require building permits and coordination with the Strawberry Days Committee, which currently has an occupancy and event agreement. Staff also identified parking as an unresolved constraint: expanding capacity without adding on-site parking will require operational solutions for event days. Phelon said fundraising, sponsorships and used aluminum seating purchases are part of the cost approach, and estimated the ticket price for adults would be $25 across the board when events are staged.

Council members asked about timeline and additional venue enhancements. Phelon said demolition of existing boards could begin quickly and estimated a six- to eight-month schedule, with winter weather as a risk to the timeline. Staff said most work does not require permits but remodel portions will. The council did not vote on funding; the association indicated it expects to cover materials and capital costs and the City will continue ownership and oversight.
