Council permits bottling and canning in BMP zone; Keystone Co‑Pack plans beverage line

Pleasant Grove City Council on Sept. 2 approved Ordinance 2025‑021 to add Use #2185 — bottling and canning soft drinks and non‑alcoholic beverages (including drink powders and concentrates) — to the permitted uses in the Business and Manufacturing Park (BMP) Zone.
Applicant Jacob Busby, representing Keystone Co‑Pack Manufacturing, told the Council the company currently produces protein powders and plans to “add a liquid line for clear protein drinks, electrolytes and other functional beverages.” Planning Commission and staff concluded the use is compatible with the BMP zone and the Council approved the code text amendment unanimously.
The change allows beverage manufacturing in suitable BMP‑zoned flex spaces; any business seeking to occupy a building will still be subject to business licensing and standard building and health regulations.
