After state audit, council updates stormwater code to clarify discharges and calculation method

Public Works Director Neal Winterton told the council that a November 2024 audit by the Utah Division of Water Quality identified approximately 84 items in the city's stormwater program. Winterton said staff had updated manuals and procedures and brought code language back to council to clarify permitted discharges, the land disturbance permit process, and the engineering method for calculating runoff.
"The ordinance represented the first in a series of changes that would address those issues," Winterton said, adding that other municipalities faced fines and that Pleasant Grove had made several preemptive corrections. The council voted unanimously to adopt Ordinance 2025-025, and Winterton said further codification and formatting edits would follow as the department closes out remaining audit items.
