On Oct. 7 the council approved Ordinance 2025-024, expanding permitted principal uses in the Grove Business Park (GBP) overlay to accommodate flex-space tenants. Director Daniel Cardenas said the changes were narrowly tailored: manufacturing is allowed only as assembly and retail occupants must represent a meaningful portion of occupancy in some cases; automobile servicing is permitted only if all work and vehicle storage occur indoors and engine/transmission repair are excluded.
Applicant Marty Beaumont described the market need for flex buildings that can host a mix of light assembly, office, and limited warehousing uses and supported the Planning Commission's recommended conditions. Council Member Steve Rogers queried how the changes would affect The Grove’s larger commercial vision and staff replied the overlay applies only to designated GBP areas and includes safeguards to preserve retail character where required.
