Council approves ground lease for cell equipment at Manila Park light pole

Pleasant Grove City Council on Sept. 16 approved Resolution 2025-037 authorizing the mayor to sign a ground lease with New Cingular Wireless to place wireless communications equipment on a light pole at the baseball fields at Manila Park (1500 North, 100 East). The lease includes a $4,000 payment to enter the agreement, an initial annual rent of $30,000 and a 4% annual increase thereafter, and an initial five‑year term with four automatic five‑year renewals.
City Attorney Christina Petersen told the Council the site choice is intended to reduce visual clutter by mounting equipment on an existing light pole rather than erecting a freestanding tower. Petersen said the company will be responsible for ground‑level maintenance and must coordinate with Parks Director Deon Giles to avoid interrupting baseball activities. The Council voted to approve the resolution; Council Member Cyd LeMone moved to approve and Council Member Todd Williams seconded. The motion carried with all voting "Yes."
The agreement was described in the meeting as following a countywide effort among Utah County city attorneys to standardize lease templates so municipalities receive comparable terms from wireless providers. The lease and its terms were presented as a contract to be executed by the mayor after Council authorization. The City Attorney noted there are two other cell installations in the area; this lease would be the third existing tower location serving that part of the city.
