The City Council unanimously approved Ordinance 2025-023 on Oct. 7 to add tattooing (Use #6295) to permitted uses in The Grove Commercial Sales Subdistrict only when the tattooing operation is associated with beauty and barber services (Use #6230) and the business fronts State Street. Community and Economic Development Director Daniel Cardenas presented staff analysis recommending the limitation to ensure the use is accessory rather than a standalone tattoo parlor.
Council Member Steve Rogers asked about proximity limits between tattoo establishments and signage restrictions; Cardenas said signage is regulated elsewhere in city code and that the Planning Commission had reviewed similar language from other cities before recommending approval. Mayor Guy Fugal opened the public hearing and, with no public comment, the council voted to adopt the ordinance unanimously.
