The Pleasant Grove City Council unanimously approved the North Grove Retail Subdivision Plat 'C' and two accompanying commercial site plans at its Nov. 5, 2025 meeting. The project covers approximately 1.45 acres in The Grove – Commercial Sales Subdistrict and divides the parcel into Lot 303 and Lot 304.
Community Development Director Daniel Cardenas presented the combined items and reported the applicant’s plan: Lot 303 would contain a roughly 5,000‑square‑foot building with two drive‑thru restaurants (including Tavva Italian Kitchen) plus one retail unit; Lot 304 would have an approximately 2,800‑square‑foot Freddy’s Frozen Custard & Steakburgers building (Freddy’s had already applied for a building permit). The applicant proposed a total of 63 parking stalls, and staff reported that open space and landscaping requirements had been met. The Design Review Board and Planning Commission forwarded unanimous recommendations for approval.
Council Member Steve Rogers raised concerns about traffic safety and potential confusion from multiple clustered drive‑thru lanes; Director Cardenas and staff noted comparable configurations in other Utah cities and said signage and design adjustments can address most issues. Council Member Diana Andersen moved to approve the two‑lot subdivision; Council Member Eric Jensen seconded. Separate motions to approve the Lot 303 and Lot 304 site plans were moved and seconded; all motions carried unanimously with Council Members Andersen, Rogers, Jensen, and Williams voting “Aye.”
Applicant David Runnells confirmed tenants: Freddy’s will occupy Lot 304; Lot 303’s western unit will house Zeppy’s Italian Ice and the eastern unit Tavva Italian Kitchen, with the center unit unleased at the time of the meeting.
