Pleasant Grove City Council unanimously approved Resolution 2025-038 on Nov. 5, 2025, authorizing Mayor Guy L. Fugal to execute a project‑specific Master Services Agreement with Horrocks, LLC for engineering services.
Public Works Director Neal Winterton told the council the city has a longstanding working relationship with Horrocks, LLC, and City Attorney Christine Petersen reviewed the terms of the agreement before it was brought for approval. Council Member Eric Jensen moved to adopt the resolution; Council Member Diana Andersen seconded and the motion carried unanimously with Council Members Andersen, Jensen, Rogers, and Williams voting “Aye.”
The resolution formalizes the city’s process to retain Horrocks for engineering work on a project‑by‑project basis. No dollar amounts or specific projects were attached to the master agreement in the minutes; execution will allow the city to enter subsequent project scopes under the master contract as needed. The council did not record any opposed votes or amendments to the agreement.
The council will consider related project‑specific work scopes and funding as those items are brought forward by staff.
