Council amends interlocal agreement with Cedar Hills to close funding gap on Harvey Boulevard widening

Public Works Director Neal Winterton told the council that the Harvey Boulevard (4000 North) widening project is 95% designed and staff is ready to execute land agreements necessary to complete the widening. The city is participating in a cost-share with Cedar Hills and Mountainland Association of Governments (MAG); recent MAG funding adjustments required an amendment to the interlocal cooperative agreement between Cedar Hills and Pleasant Grove.
Council adopted Resolution 2025-041 authorizing the Mayor to sign the First Amendment to the Interlocal Cooperative Agreement to reflect updated project values. Winterton said the MAG funding process is slow but important for qualifying roads and that staff has used the MAG process to pursue funding for other future projects. The amendment was reviewed by attorneys for both cities prior to council action.
