Staff told the council they are proposing no utility-rate increases for 2027, but warned the city may need to raise water and sewer rates in coming years to meet legal bond-coverage ratios. Presenter (S3) explained that the sewer fund must maintain 1.25 times revenue over debt costs as a bond-coverage requirement and previewed a $5,000,000 sewer bond that will be brought forward next Wednesday.
Councilors asked for comparative rate studies and for staff to demonstrate why a rate increase might be necessary. Committee member (S7) urged a study of local rates so the city can justify any future increases: "Before the pitchforks come out of us increasing the sewer, we have a very high sewer compared to other people. I would wanna see that to actually have that justification." Staff said they will bring rate and bond-coverage projections back to the council before final budget adoption.
