The council reviewed resolutions to accept a temporary construction easement and a recreational easement from RQube LLC for Segment 5 of the 3 Mile Creek Greenway Trail.
Project staff reported easement negotiations have been underway for years and that the city was finalizing one very small (0.001-acre) parcel with a railroad adjacent to the trail. Staff said bid documents are ready and that the city anticipates submitting materials for approval as soon as outstanding easements are complete.
Council members asked for clarification on what a recreational easement covers; staff explained it is a narrow easement for the trail and some adjacent space for construction and maintenance. The staff update framed the work as continuing past negotiations and preparing for the procurement phase.
