Council approves zoning change to allow barber and beauty schools in The Grove Interchange

Community Development Director Daniel Cardenas presented a Code Text Amendment to permit Use 6833 (Barber and Beauty Schools) in The Grove Interchange Subdistrict. The Planning Commission reviewed the request and forwarded a recommendation of approval with a 6-1 vote; the opposing commissioner said she wanted to preserve retail space.
Applicant Kaylee Young told the council Utah recently modified esthetician and cosmetology licensing so that micro-licenses are possible and explained she proposes a focused eyelash and eyebrow school that would teach and provide services in a compact storefront model. The council voted unanimously to adopt Ordinance 2025-026.
