Klitsch and staff described a staged Dominion delivery and a CLOA with an anticipated substation delivery around Q2 2030; Klitsch said an initial 30 MW delivery could arrive before the first building is complete and that full substation capacity is delivered in stages. He also asserted the project would bring jobs and tax revenue and emphasized commitments to noise attenuation and safety plans.
