Planning staff seeks broad reorganization of comprehensive plan; commission recommended approval

Planning staff presented a comprehensive package of amendments to the Fauquier County Comprehensive Plan intended to update and reorganize older material rather than alter the county's adopted development policies. The proposal updates Chapter 1 (introduction and vision), creates a new Chapter 1B titled "Planning and Land Use," updates Chapter 6 (service district introduction) and removes Chapters 4, 5, 11 and several appendices that staff characterized as outdated.
"The draft comprehensive plan amendments before you today include the updates to chapter 1, introduction and vision... and the adoption of a new chapter titled planning and land use, and the removal of the existing chapters 4, 5, 11, and all appendices to the plan," planning staff said, noting that the planning commission conducted five work sessions and recommended approval 4–0 after a public hearing and had received no public comments.
Staff explained the reorganization aims to consolidate land-use inventories, planning tools, and implementation guidance into a more user-friendly structure and to update legal references to the Code of Virginia. The amendments also refine language on public facilities, infrastructure, and technology infrastructure policy direction and reposition outdated economic and demographic material to other sources.
No public speakers had commented at the planning-commission public hearing, and the planning commission's recommendation followed the work sessions. The board had questions and thanked staff for the thorough work; the amendments were presented for the board’s consideration on the evening agenda.
